IDI Workshop on Strategic Planning, Performance Measurement and Monitoring held in Oslo, in mid-September, with INTOSAI regions

the INTOSAI Development Initiative organised in Oslo, on 14-16 September 2015, a workshop on strategic planning, performance measurement and monitoring for representatives of INTOSAI Regional Working Groups (RWG). Representatives from all INTOSAI regions attended the workshop, except from CAROSAI. EUROSAI was represented by the Presidency (Mr. Hayo van der Wal) and by the Secretariat (Mr. Rafal Czarnecki). Moreover representatives from the INTOSAI Professional Standard Committee and the Capacity Building Committee participated in the event.
The main objective of the workshop was to present the Strategic Development Framework for regions, a document based on the SAI Strategic Planning Framework. The programme of the workshop included practical exercises, so the participants could reflect on the feasibility of the proposed actions in their own regions. The IDI made an interesting presentation of the strategic planning process, based on a platform approach. The process is designed to be carried out in the following steps:
- Plan the plan.
- Assess needs.
- Develop Strategic plan.
- Determine Measurement
Performance System. - Implement Strategy.
- Monitor, evaluate and report on performance.
A significant part of the discussion was focused on the performance measurement and monitoring of regional organisations and a further use of management data for evaluation purposes. Representatives from the INTOSAI RWG could actively participate in resolving specific case studies and share examples of good practice applied in their regions.
