Provisional Seminar Program on Methods and Measuring Tools to Audit Ethics, 26-27 November 2015, Ankara

Purpose of the seminar:

  • Familiarize participants with the several possible methods to audit and measure ethics controls
  • Learn from the experiences in implementing those methods
  • Discuss and reflect on the structure and content of the common guidelines to be drafted by the Task Force on Audit and Ethics (TFA&E)

Target group:

Considering the purpose and the items to be covered, the seminar is mainly targeted at EUROSAI SAIs staff responsible for methodologies development, audit managers, audit leaders and auditors wishing to explore the issues related to auditing ethics.

Outline programme:

The seminar will combine general plenary sessions to put issues in context, to share information and present experiences with breakout and interactive blocks to discuss ideas and drafs and to agree on approaches.

  1. Welcome address and framing of the seminar (explaining the purpose, subjects to be discussed and methods to achieve the purpose)
  2. Introductory presentations (scene-setting) – The objectives of the seminar
  3. Sessions on auditing ethics
  • SAI presentations on audits concerning ethics-related issues (The results of the activities conducted during  2012-2014 by the TFA&E in what relates to methods to audit ethics related issues, comparative study following the 2015 TFA&E survey)
  • Discussions to identify the main issues to cover and solve through common guidelines to audit ethics
  • Presentations on existing models/experiences to audit ethics
  • Workshop discussions on the existing methods to audit ethics in the view of including them in the TFA&E guidelines
  • Workshop discussions about the structure and content of the possible TFA&E guidelines
  1. Plenary summaries of workshops to enhance learning
  2. Possible conclusions
